The point is not to interrogate a contractor. It is to make the proposal clear enough to compare and to understand what will become part of the contract.
Ask comparable questions across bidders
Consistency matters. If one contractor gets a detailed follow-up and another does not, you can create another apples-to-oranges comparison. Save written answers with the bid set.
